Traffic Regulations Act 1984. The Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996. Councils create traffic regulation orders (TROs) to apply traffic management controls to their roads and car parks. TROs specify parking restrictions and the conditions under which vehicles may park. Bus-lanes are also created by TROs. A Traffic Regulation Order (TRO) is the legal document required to support a range of measures, which govern or restrict the use of public roads, including:- Waiting, Loading and Parking Moving Traffic, and Speed Limits
